How was the holodomor (urkraine genocide) resolved?

It was never actually resolved. The Russians claim it was caused by herding people into collective farms, before they had the mechanized equipment needed to farm it; in other words, that it was an issue of gross incompetence, by the Soviets. The Ukranians believe that no one could possibly be so incompetent, except on purpose. The two sides continue to disagree.
